Raising the Bar: Upcoming Reforms in Standards of Conduct for Int'l Organizations
Two key UN conduct frameworks are under revision — the ICSC Standards of Conduct and the SEA Bulletin — and integrity professionals can help shape both.
As the landscape of international organizations evolves, so too must the standards guiding the conduct of those who serve within them. With revision processes on the horizon for key conduct guidelines in the UN system, integrity professionals must stay ahead of the curve to ensure these changes translate into meaningful improvements in organizational culture and accountability.
The International Civil Service Commission (ICSC) oversees the Standards of Conduct for the UN Common System staff. These standards outline expected behaviors and ethical principles. The ICSC is currently reviewing these standards, with a recent working group meeting held in Vienna from 22-26 April 2024.
What are some of the key issues deserving of attention?
The UN Secretary-General’s Bulletin on “Special Measures for Protection from Sexual Exploitation and Sexual Abuse” (ST/SGB/2003/13) is undergoing a crucial review. This bulletin has been a cornerstone in safeguarding against SEA within UN operations.
After two decades, the Bulletin's current language and scope are due for an update. The UN is calling for inputs by July 7, signaling the importance of community engagement in this revision process.
